Automated interchange billing, every 15 minutes

Reclaiming interchange used to be the kind of thing that quietly leaks money if it's done by hand. Paypolli now does it automatically: a background job runs every fifteen minutes, aggregates each merchant's eligible transactions and raises the right bill against the right connected account.

The clever part is that it can't go wrong twice — every bill gets a deterministic idempotency key, so even if a job overlaps or retries, no merchant is ever charged for the same period again. Correct, hands-off, and always on.
